Colonel Milstead has established a track record of suppressing crime through innovative crime-fighting programs and technological advancements. Since becoming Director, Colonel Milstead has overseen the development and implementation of the Arizona Border Strike Force, a comprehensive, statewide strategy to secure the Arizona-Mexico border and effectively combat transnational organized crime. He implemented regular (28-day) operational reviews to realize efficiencies, cut waste, and optimize resources. After serving 35 years in public safety, he started a successful consulting company as founder and CEO.
Colonel Milstead employs and cultivates an inspiring work environment through interpersonal relationships and open, transparent communication. His career includes 25 years of service with the Phoenix Police Department and serving as Chief of the Mesa Police Department from 2010-2015.
Colonel Milstead has held leadership positions within the Unified Commands for Super Bowl XLII, and the 2009 NBA All-Star game. He holds a bachelor’s degree from the University of Phoenix and is a graduate of the University of Louisville’s Southern Police Institute Chief Executive Leadership Program, the FBI National Executive Institute Session #35, and has participated in the FBI Leadership in Counterterrorism Pacific 2010-11 program.
He is the recipient of the Torch of Liberty award from the Phoenix Anti-Defamation League, the Medal of Valor and the Rotary 100 Heroism award
